Only the third of the students in Vietnam would pass the school leaving exemptions was become the education institution followed a deliberate policy of falling students particularly in the final year .in the 1925 out of 17million population less then 400 passed the examination the aim was to prevent Vietnamese from qualifying for the better paid jobs .the scheme was influenced by the fear and opposition of colons ,the French citizens living in Vietnam they feared that they may lose jobs as shopkeeper ,teachers,policeman to the educated Vietnamese most of the Vietnamese were used to get education in Chinese language under the traditional system.

  2. 1. In the sphere of education ,the elites in vietnam were powerfully influenced by the chinese culture. To consolidate their power, the french had to counter this chinese influence. So they systematically dismanteld the national educational system and established french schools for the vietnamese.
    2. However, in practice, only the vietnamese elite that comprised a small fraction of the popultion, could enroll in the schools and only one-third of the students would pass the school leaving examinations . This was done because of deliberate policy of failing students, particular in the final year.
    3. The vietnamese students were failed so that they could not qualify for the better-paid jobs.
    4. The result of this policy was that in the year 1925,in apopulation of 17 million, there were less than 400 who passed the examination
