    The initial warmth soon turned into hatred as people realized that the new administrative arrangements did not protect their political liberties and fredom.
    In place like Holland and Switzerland and certain cities like Brussels mainz Milan armies were welcomed as the messenger of the ideas of liberty and freedom.

The reactions of the local peoples in the conquered territories by the french were mixed.in the beginning, in holland, switzerland, brussels, mainz, milan and warsaw, people welcomed the french armies as harbingers of liberty. Political freedom was advantageous but more taxes, censorship and forced conscription into the french armies for conquering rest of rurope made local population hostile to them because it became clear that the new administrative arrangements did not go hand in hand with political freedom .increased taxation , censorship, forced conscription into the french armies required to conquer the rest of europe, all seemed to outweigh the advantages of the administrative changes.
