  1. He established civil code of 1804 also known as the Napoleonic code. This did away with all privileges based on birth.it established equality before law and secured the right to property.
    He simplified administrative divisions,abolished the feudal system,and freed peasants from serfdom and memorial dues.

    In view of the above reforms it is stated that through a retyrn to monarchy, Napoleon had no doubt destroyed the democracy in France but in administrative field he had Incorporated Revolutionary principles in order to make the whole system more rational and efficient.
